Symptoms

When loading an Offering using the HCM Data Loader (HDL) tool, the Manage Default Access settings for the Offering don't match up with what is configured in the Configure Catalog Defaults area.

For example, the Configure Catalog Defaults settings has the View Mode set to "No Access". After loading the Offering using HDL, the Offering View Mode is set to "Details View".
