Symptoms

Trying to disable the Database Management Service for a Cloud Database fails with following error:

A problem was encountered: The operation cannot be performed because the Database with ID <Database OCID> is in the RESTORE_FAILED state.
If the problem persists, contact Oracle support and provide the following opc-request-id: <OPC Request ID>.
Confirmed that the DB status has to be corrected to proceed with the DBM disable operation.
