XCenter v20 & XOCS v23 Hybrid Environment Throws Broadcaster Error due to BroadcastManager Configuration Steps (Doc ID 3007993.1)

REPORTED ISSUE
-------------------------------------------------------
When doing an Xcenter upgrade to V23 from V20 using an Hybridized database, there is a duplicate broadcaster definition error message reported, and then subsequent groupname and keyname credentials errors.

ERROR CODES/MESSAGES

ERROR [WrapperSimpleAppMain] {} [com.micros_retail.xcenter.broadcast.BroadcasterManager] Duplicate broadcaster definition(s) found (listed as orgId:serviceId) : 2:BROADCAST_CAR; all broadcasting is disabled until the issue is corrected.

ERROR [broadcaster.2.BROADCAST_CAR.1] {} [com.micros_retail.xcenter.broadcast.AbstractPoslogBroadcaster] GenericPoslogStrBroadcaster:BROADCAST_CAR:2
javax.xml.ws.WebServiceException: java.lang.UnsupportedOperationException: Default implementation doesn't support groupName and keyName based credentials retrieval

REPLICATION STEPS
-------------------------------------------------------
This is a configuration issue and so the only replication would be to upgrade Xcenter from one version to another in a hybridized environment.

BUSINESS IMPACT
-------------------------------------------------------
This impact is that no broadcasting enabled within the current configuration, preventing information from being provided to other systems.
