CFA attributes induction error

When creating CFA’s using induction template with labels in multiples languages (French and English), an error is shown on the Review Status screen “This record is a duplicate record in the uploaded spreadsheet. Attribute Id, Language”.
As a result, the CFA is created on the CFA_ATTRIB table, but only one description is recorded on the CFA_ATTRIB_LABELS table.

Steps To Recreate:
1- Open Foundation Data -> Upload Foundation Data screen
2- Choose Template Type: Administration, Template: Custom Flex Attributes and upload the CFA attribute config
3- Review the error on the Foundation Data -> Review Status screen
4- Check data using data viewer for tables CFA_ATTRIB and CFA_ATTRIB_LABELS
