Symptoms
On : 11.13.23.10.0 version, Goal Management
Issue: Not able to delete a goal with weight 0 when Auto complete rule : Validate Performance Goal Weight is enabled
When entering for the first time in Edit Weights Page, while trying to delete a goal using Actions button, Error Message: "Minimum goal weight should be 5" appears when trying to Save
When trying the same action for the second time the error message is no longer appearing.

Me >> Career and Performance >> Goals >> Select Goal >> Actions: Delete >> Error Message: "Minimum goal weight should be X" is triggered in Edit Weights Page
