On : 23.1 version, Merch-Scheduler

Why is that MERCH Schedule was not created in POM DEV1. failed with ORA-06502 ?
"BATCH_NEW_SCHEDULER_DAY_SQL.UPDATE_TASK_CONFIG failed with ORA-06502: PL/SQL: numeric or value error: Bulk bind: Error in define"?
