Ticket Template Gives Error When Loading Template File With Arabic Text (Doc ID 3008804.1)

Symptoms

EICS throws an exception when importing a ticket template file (zpl) with Arabic text.

"Error loading template file"

Steps to reproduce:

1. Open EICS.
2. Go to "Import Ticket Template" screen.
3. Select Import.
4. Drag and Drop the template file with Arabic text.
5. EICS throws error.
