Automatic Routing runs are not started on time (Doc ID 3008930.1)

Symptoms

PROBLEM STATEMENT: We noticed that Some routing plans are not running as scheduled. 

ACTUAL BEHAVIOR: Some of the routing plans executions are started several hours after the expected time. In the routing Summary they are presented in status "Waiting".

  EXPECTED BEHAVIOR: No delays in routing runs.
  RECREATE STEPS:
- Check the routing summary report.
- Confirm that routing run times are later than expected and are in status "Waiting".

  BUSINESS IMPACT: Activities are not routed on time.

Changes

We updated our environment to the version 23.11.8 or latest for 23D. We also noticed that after updating to version 24A the issue also persists.
