Symptoms

On : 11.13.23.10.0 version, Move to HR

ACTUAL BEHAVIOR
---------------
For two internal candidates, the Move to HR was processed successfully but no new assignment is created.

EXPECTED BEHAVIOR
-----------------------
After the Move to HR, customer is expecting an active assignment for these two candidates.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. As per Manage Job Offers we can see for both candidates the status is Processed
2. But while we go to Person Management, we do not see an Active Person record.
