PO Receipts and InvReq Messages Published from SIOCS Lost in RIB (RICS) (Doc ID 3009400.1)

Symptoms

On: RIBCS/RIB 23.1.301.0.3 version

Find that Orders where the receipt was performed in SIOCS have the ReceiptCre message in the MPS_STAGED_MESSAGE table, but that message has not been integrated into MFCS. This is causing SOH to be out of sync and issues with PO Receiving and Invoice matching.

Steps to Reproduce
-----------------------
1) Create PO in MFCS and wait till the PO integrates in SIOCS.
2) Perform the receipt in SIOCS.
