Balances Reset Did Not Work As Expected. (Doc ID 3010371.1)

Symptoms

The balances from previous years ( FY23) should not carry forward into FY24. 
There were 5 participants where beginning balances were not reset and for the rest they were.



STEPS
The issue can be reproduced at will with the following steps:
1. Set Manage Parameters :
    Reset Balances Each Year = Yes
    Pay Prior Year Payment = No Prior Years
2. Run all transaction process was run after that for periods Dec-23 and Jan-24
3. Create the paybatch for Jan-24
4. Paysheet summary shows beginning balance from Dec-23
