Symptoms

The Journal Import process is failing with the following Error Codes: 
EF01: The account is inactive for the accounting date.
EF03: There are disabled accounts

The issue can be reproduced at will with the following steps:
1. Navigate to the General Accounting> Journals> Task
2. Run Journal Import> Import Journals process with desired parameters
3. Journal Import fails in Error.
4. Journal Import output file shows error message as: EF01 and EF03
