Symptoms

ACTUAL BEHAVIOR
---------------
Extract completes successfully for the DOR Delivery Oracle HCM Extract but document is not visible in Document of Records for the Employee.

EXPECTED BEHAVIOR
-----------------------
The extract should deliver a document attached to the employee in the Document Records section.

The issue can be reproduced at will with the following steps:
1. Execute the extract and check the Document Records for the employee.
