ACTUAL BEHAVIOR

In supplier operations Available to Transact is displaying incorrect quantity

EXPECTED BEHAVIOR
-----------------------
Manage supplier operations should show the correct value in available to transact

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Manufacturing -> work execution -> manage supplier operations
2. Query WO. Click Complete with details.
3. In the product train stop, the available to transact shows X. Where as the actual operation quantity is  Y
