AdminServer Fails to Start in Running State in the Secondary Domain of a Disaster Recovery Setup (Doc ID 3013517.1)

Symptoms

In a Disaster Recovery implementation configured based on maa-wls-mp-dr.pdf "Oracle WebLogic Server for Oracle Cloud Infrastructure Disaster Recovery" documentation, the AdminServer in the secondary domain fails with "<BEA-090087> <Server failed to bind to the configured administrator port. The port may already be in use by another process.>" as show below in a snippet of the AdminServer's log.
