PRC: PO: Unable To See Some DFFs For Certain BPA Lines

Symptoms
ACTUAL BEHAVIOR
Unable to see some DFFs for certain BPA lines, but it works for other lines.
EXPECTED BEHAVIOR
Expecting to see the DFF's for the lines.
STEPS TO REPRODUCE THE ISSUE
1. Edit BPA.
2. Edit one line -- the Item Attributes DFF's are there.
3. Edit another line -- many of the Item Attributes DFF's are not there.
4 These lines are for the same item xxxxx, different UOM -- CS and EA.
5. Edit another line with the same UOM = EA, and the DFF's are there.
6. No known changes to the BPA and DFF.
