Customer is not able to the see Data Integration Management in Application composer

EXPECTED BEHAVIOR

Expected to see Data Integration Management in Application composer as per documentation about Set Up Data Integration Mapping and Data Sync


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Outside of a sandbox, navigate to Configuration > Application Composer > Data Integration Management.
