Inconsistent Service Response For Allocation Creation (Doc ID 3015293.1)

Goal

What is the root cause of inconsistent service response while publishing allocations using 'createXAllocDesc' SOAP web service.




Examples:

1) Service response: Error ORA-00001: unique constraint (RMS01.PK_ALLOC_HEADER) violated returned by program unit RMSSUB_XALLOC_SQL.CREATE_HEADER.
 
2) Service response: Allocation already exists. 
  
In both these examples, allocations are getting created, but we are getting these different responses.
