Symptoms

Oracle Data Integrator (ODI) 12.2.1.x has been previously updated to OPatch version 13.9.4.2.13.
Upgrade the OPatch to version 13.9.4.2.14

After the upgrade OPatch to version 13.9.4.2.14, opatch doesn't function correctly.

On Windows:
Running "opatch lspatches" no longer lists the applied patches, and it returns a blank cursor.
Running "opatch lsinventory" fails with
