Symptoms
When attempting to load balance initialization,
the following error occurs.

The value provided for reference PAYROLL_ASSIGNMENT_ID is invalid.
The issue can be reproduced at will with the following steps:
1. My Client Groups - Payroll - Submit a flow;
2. Validate balance initialization - Error occurs.
