Goal

After upgrading to 19.0.017, the batch is failing when the hierarchy file is empty. This can be seen in the log

10:15:36 : ERROR : eebatch_loadhier.ksh[223] - eebatch_loadhier File clst.csv.dat is empty. Halt process.
10:15:36 : ERROR : eebatch_loadhier.ksh[224] - Zero byte file detected
