Create New Parameter Feature Not Working In Data Model (Doc ID 3016198.1)

Symptoms

Within both TEST and PROD for a created data model the "Create new Parameter" function is not working. When selecting the "+" sign in the Parameters section, the user is immediately switched from the Parameters screen and to Data Set screen.

After to creating a copy of the data model, the problem continues to persist. However, the problem does not occur in every report. Other users attempt to add the parameter and experience the same issue.
