ACTUAL BEHAVIOR

Message steps are sent to external system with a very long delay.

EXPECTED BEHAVIOR
-----------------------
Message steps should be sent to external system immediately.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Move an activity, or perform any other action that triggers an outbound message).
2. Check Messages tab for the associated activity.
3. Note that the sent or sending status is set after almost 2 hrs.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, integration with middleware is falling behind.
