OAC: Theme Getting Unset In OAC When RPD Is Deployed (Doc ID 3016496.1)

Symptoms

After uploading the RPD, it sometimes unsets the theme of classic and changes it to the default which has a blue banner.  The issue seems to occur only after clicking the "Reload Files and Metadata" link in the Classic Home.
