Missing list of values in Promotion Template

When using RPCS promotion templates, in some cases, some fields do not display the usual drop down list to select values from the predefined list.
-- English template:
On Promotion template, "Offers" tab, the field "Template" should display all templates available to be selected, but nothing is displayed wich forces the user to manually type in the data.
 
-- French template:
On Promotion template, Offer Location (tab "Lieux_d'offre") , field "Type de Site / location type", user should pick from a list of two values, in french it would be "Magasin/Zone", but the field in the template just do not display the list. (for english templates, the "Location Type" has two values available: Store" / "Zone".

Promotion template list of missing drop down list:
- tab "Offres" (Offers) the field "Modèle" (Template);
- tab "Eligibles_à_l'offre" (Offer_Conditions/) the field "Opérateur de restriction de prix" (Price Restriction Operator);
- tab "Articles_éligibles à l'offre" Offer_Conditions_Items/, fields "Niveau d'article"(Item Level), "Exclure" (Exclude) and "Motif d'annulation" (Cancel Reason);
- tab "Lieux_d'offre" (Offer_Locations), fields "Type de site" (Location Type) , "Exclure" (Exclude), "Motif d'annulation" (Cancel Reason).
