On : 11.13.24.04.1 version, Authoring

ACTUAL BEHAVIOR
---------------
Not able to see the Reopen option when trying to reopen Contract Lines that went to close status.

EXPECTED BEHAVIOR
-----------------------
Be able to see the Reopen option.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to an Active contract with lines, close it - lines will get closed.
2. Reopen the contract, the lines will remain closed.
3. Try to reopen the lines by clicking on Actions button and reopen them - the Reopen option doesn't appear.
