Data Does Not Load in Team Member Web Application and 'Loading' Icon Continues to Spin until an Error Displays

Symptoms
When attempting to view My Activities data in the Team Member Web application, the "Loading" icon continues to spin until the following Alert eventually occurs.
Alert
TeamMemberServicesException: tm_load_primaryresourceactivity_error$@#DBEngine.executeSelect() error while executing: {<a very long complex SELECT query>}
--IO Error: Socket read timed out
A corresponding error is also found in the <P6 EPPM home>\tmws\p6tmweb.log file:
