The following error message is encountered while attempting to access Oracle Visual Builder Studio (VBS) from an Oracle Cloud Application.

An administrator on the Test instance (https://vbcs-xxxx-test-vb-xxxxx.builder.xx-xxx-x.ocp.oraclecloud.com/ic/builder/) is unable to access Visual Builder Homepage. The error message is:

What changes are necessary for users to gain access to the Visual Builder Service Homepage?

The ServiceAdministrator and ServiceDeveloper role were attempted to be assigned to the user, but these roles are not available in the Security Console.
