Error When Converting A Lead - You don't have permission to access this lead (Doc ID 3018237.1)

Symptoms

On : 11.13.23.10.0 version, Lead Management

When converting a lead created from the "Contact" entity, receiving error "You don't have permission to access this lead. Contact the lead owner.". However, the conversion is made and the opportunity is created.
This error message is only displayed when converting leads associated to:
- contacts with no associated account;
- contacts associated with an account where the user creating the lead is not the owner;

When converting Leads created from a contact associated with an account where the user is the owner, the error does not appear.

"You don't have permission to access this lead. Contact the lead owner."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access a contact without an account or associated with an account where I am not the owner;
2. Go to the "Leads" tab;
3. Create a Lead;
4. Convert the Lead created;
5. The error "You don't have permission to access this lead. Contact the lead owner" appear.
