Symptoms

Currently the RPM view that we use for data is only purged based on their historical purge months parameter (same as their PRG_HIST tables). This can result in the same clearances being re-extracted unnecessarily to RI every day and hurting run performance. This should enhance the RDE job to leverage GGH change tracking data to only extract new or altered records since the last time we ran the job.
