Symptoms

Balances showing on Balance By date page is not matching with Payroll Activity Report or OTBI Reports.

The issue can be reproduced at will with the following steps:
1. My Client Groups - Payroll - Balance by date - see the results.
2. My Client Groups - Payroll - Submit a flow - Payroll activity Report - see the results.
3. Compare the 2 output and see that the data is not matching,
