Symptoms

The Project Allocation release is failing with no exception message.

Release Failure:
Exceptions Transation Type Allocation

The issue can be reproduced at will with the following steps:
1. Navigate to Porject > Cost > Manage Allocation Rules
2. Search Allocation Rule and edit
3. Navigate to Manage Allocations
4.Search Allocation and Edit
