Delete Buy Shipment After Withdrawing Tender Errors (Doc ID 3020576.1)

Symptoms

The delete icon in the shipment UI is not working as usual(either for the sell side or buy side after 24.1 )
Customer creates a Sell shipment, then secure resources and and accept the tender. This processes, per heir workflow generates the buy shipment
Now they withdraw the tender from the sell shipment and the try to delete it by way of clicking on the 'x' icon.

When they try to delete the shipment, they get the below error:

Selected shipments can not be deleted because the status prevented them from being deleted or they have related shipments which are not included to be deleted.

The logs show

Error Exception [5508770] Selected shipments can not be deleted because the status prevented them from being deleted or they have related shipments which are not included to be deleted.
