Budget Monitor under Budgetary Control Dashboard Show 0 When Segment Value Security (SVS) Roles Applied (Doc ID 3020713.1)

Goal

Define a Budget Account Group using a “All <Secured Dimension> Values” for the segment that has segment value security enabled. As a result, the Budget Monitor starts with a row of record displaying balances for “All <Secured Dimension> Values” and the balances are shown as $0.

When one drills down on one of the $0 (such as the $0 in the Total Budget column), it takes to the Review Budgetary Control Balances page showing the underlying <Secured Dimension> Values as separate rows of records for those <Secured Dimension> Values the user has access. And those rows show some amounts $$$ in the Total Budget column.

Is this the intended behavior ?
