GET Activity API Doesn't Retrieve Custom Property (Doc ID 3020734.1)

Symptoms

PROBLEM STATEMENT: some activities are not storing/returning a custom property
ERROR (if applicable): N/A
RECREATE STEPS: For a sample activity where the custom property in subject is appearing on OFS GUI (custom form), execute the Get an activity REST API request (/rest/ofscCore/v1/activities/<aid>) and check that the property is not returned
EXPECTED BEHAVIOR: custom property should be present on the API response (i.e. should be populated for the activity where the property is displayed on OFS GUI)
ACTUAL BEHAVIOR: custom property is not returned on the API response (i.e. it's not stored on the DB, indicating it was not populated for the activity)
BUSINESS IMPACT: incomplete information for the activity retrieved by API
