Symptoms
ACTUAL BEHAVIOR

The dcsItem messages have failed with the following error for non-saleable items, which do not have selling_unit_retail.
Caused by: oracle.retail.sim.common.core.SimServerException: No price found for item: XXXX and store: XXX
EXPECTED BEHAVIOR
-----------------------
SIOCS should allow items without selling_unit_retail for non-saleable items as MFCS also allows them to be sent to SIOCS.
Steps to Reproduce:
1. Create a non-saleable item in RMS/MFCS
2. Message gets stuck in SIOCS MPS with an error
Caused by: oracle.retail.sim.common.core.SimServerException: No price found for item: XXXX and store: XXX
