RPASCE v19: Rules with "AttributesPickListExpr" Fails Parse Check in ConfigTools (Doc ID 3021471.1)

Symptoms

In 19.0.017.00 ConfigTools, rules with AttributesPickListExpr fails the parse check. The "Task List" is populated with below error message for all rules that use AttributesPickListExpr

But the same configuration when opened in 19.0.016.00 ConfigTools, does not show any error for those rules under the Task List.
