ACTUAL BEHAVIOR

Message scenario retries do not execute.
EXPECTED BEHAVIOR

Retries when message is failed should be executed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure a message step for the complete launch condition for example.
2. Complete an activity in OFS.
3. Check the messages tab to confirm that the message failed and no retry was launched.
BUSINESS IMPACT

The issue has the following business impact:
Message steps are failed without retries.
