Consignment Order externally generated, don't allow items from Ownership Changes from Consignment to Owned (Doc ID 3021985.1)

When creating an ownership change from Consignment to Owned, if the supplier is set up with "Generate consignment Order = N", it is expected that the order is externally generated afterward to pay for the goods.
However, it's not possible to generate this Ownership change order (origin Ind = 12); the PO is in error with "Consignment Vendor Order can have only items that are managed in consignment mode at the locations."
It should be possible to create this PO in order to generate billing to the supplier for this ownership change. This must be allowed for items that are part of the CONSIGNMENT_BILLING table, where GEN_CONSIGN_ORDER = 'N'.
