Why are PosLogs not Automatically Posted to RESA When the Broadcaster is Re-enabled? (Doc ID 3022359.1)

Goal

Customer has disabled the broadcaster configuration for the integration between XOCS and ReSA for sales transactions.
While this was disabled, transactions were performed in XStore and replicated to XOCS.
Users were able to see the transactions in XOCS > Support Tools > Publish PosLog data.
When the broadcaster was restarted, this pending data did not get automatically published to ReSA via the XOCS-ReSA API based direct integration.
Users are required to click on "Publish All" and process this manually.

Why did the records not get automatically processed?
