On : 23.D.11 version, Resources

ACTUAL BEHAVIOR
---------------
Screen blinks while making Resource account changes
When making changes on Resource accounts (Bucket, Group, Tech, User), the screen randomly blinks.
This happens nearly every time a user account is accessed and causes the cursor to be removed from the field being updated even if only a portion of the change has been made to it.

EXPECTED BEHAVIOR
-----------------------
The resource screen should not blank out while editing it.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to environment
2. Navigate to Resource
3. Click the Information section on a resource to edit it
4. Click on a property and while typing the screen blanks out temporarily as if it is loading something on the screen.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, this is creating an issue with usability for the user interface and slowing down day-to-day operations.
