Symptoms
In RPCS, When we create promotion in RPCS, System Allows to create promotion start date time greater than end date time
Steps To Recreate:
1. Create Promotion in RPCS
2. Select the start date as Ex: "27-FEB-22" time: 04:00 PM
3. Select the end date as Ex: "28-FEB-22" time :12:00 AM
4. User change the end date as Ex: "27-FEB-22" and didn't change the time
5. Created promotion successfully and approved in RPCS application
