How Can We Change the Offer ID for Previously Uploaded Promo Data? (Doc ID 3023773.1)

Goal

We need to update the promo/holiday data we previously loaded by changing the offer ID in the promo data, from -3 to 1.
When we tried to do that change in the tables and then run the RI and RSE jobs, the data in these hierarchy tables W_RTL_PROMO_D and RSE_PROMO_HIER did not get updated as expected.
