Goal

When the user clicks on the "Display Bill" button using custom report, the PDF doesn't open directly. The user needs to click on the "View Report" button and select the PDF format for the PDF to be shown.

The same issue when submit this report from 'Report Submission' screen.

Expected: automatic report view.
