Goal

In the new "Safe Harbors Overview form" the green highlight (meant to indicate values that pass the safe harbors tests) does not appear in the correct spaces. The values that should be highlighted (ex. Revenue under 10m) are not highlighted and values that should not be highlighted showing green (ex. values that are missing).
