Symptoms
After updating to 24B, unable to Bypass approval using Agreement FBDI to update blanket and contract purchase agreements.
Steps to Reproduce:
1. Trying to upload the file-based data import (FBDI) to update blanket and contract purchase agreements with the Bypass approval action
2. Import process failing with error.
Error:
You don't have permission to create approved purchasing documents.
