Passport service request returns error "Namespace with prefix 'soap' has not been declared." (Doc ID 3025480.1)

Symptoms

When a Recruiter or Hiring Manager requests a Passport service from the candidate's application, the candidate sees the following error when clicking on the invite email link:

"Service Unavailable
Unfortunately, the service you are trying to access is temporarily unavailable. It may be under maintenance. Please try again later."

Also, in the Taleo Passport Console, the following Error (or something very similar) is returned for this specific service request:

"Namespace with prefix 'soap' has not been declared."

Note: the TPC is a Support tool available internally only.

Changes

A recent upgrade of the Taleo Recruiting application may have been applied to the customer's zone.  For example, from 23D to 24A.
