Symptoms

When attempting to Publish a Data View:

Expected Result

The Data View should be Published as expected.

Actual Result

A dialog box pops up which reads:

Error Code: <company shortname>-<unique error code>: The database user does not have permission to generate Explain Plans. Contact your System Administrator to have the permission added. Error Code: <company shortname>-<unique error code>
