Dynamic Filter based on Work Skills Does Not Behave As Other Filters

ACTUAL BEHAVIOR
---------------
We have an issue with a specific filter that uses the "IN" condition. When one parameter is selected dynamically, the filter works as intended and the result is fine.
But when a second parameter is added for the "IN" clause, the filter no longer displays anything (no results).
EXPECTED BEHAVIOR

We were expecting that it would still return the initial response, since it's an "IN" condition, it should return the matches with all the parameters.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Configure a dynamic filter with the condition 'Activity Work Skills In [Dynamic]', this is a dynamic condition.
2. Use the filter in the Dispatch console by selecting the activity work skill that some of the activities have. Only those activities are shown.
3. Add in the filter a second work skill that other activities have. Instead of presenting activities with any of the works skills in the filter, nothing is shown.
