A Bursting Job In Oracle Analytics Cloud Fails To Send Some Emails With Error: Concurrent Connections Limit Exceeded (Doc ID 3025881.1)

Symptoms

A Publisher report with bursting enabled is scheduled to run and deliver a PDF file to close to 2000 email addresses. 

When the job runs, it completes with Report Job Status = Problem, and in the Output & Delivery section of the Report Job History, see some items with Status = Error and the message below:

Document delivery failed
[INSTANCE_ID=bip.bi_server1] [DELIVERY_ID=-1]
Delivery is completed
[INSTANCE_ID=bip.bi_server1] [EmailProcessor]Delivery to email completed with failure.
432 4.3.2 Concurrent connections limit exceeded. Visit https://aka.ms/concurrent_sending for more information.
[Hostname=<email server name>.outlook.com]
Message has not been sent for following addresses by some reason: <email address>

For each such item, manually clicking the Send icon will re-send the email successfully.
